We Research: Process development for the Maritime Notification Service

A ship must make numerous official notifications before and after its port call. These include f.e. port call notices, passenger lists and dangerous goods notices. The current PortNet system will be replaced by the new data management system NEMO.

The new maritime information management system NEMO will bring significant changes to the maritime notification processes to all Finnish ports. NEMO is Finland's response to the EMSWe Regulation. The Regulation aims to reduce the administrative burden on authorities and to harmonise and digitise reporting formalities throughout the European Union.

Getting processes right with the cooperation of stakeholders

The NEMO CEF project study process development, including the impact of the new system on key stakeholders, and identify key indicators related to sustainability, Key Performance Indicators (KPIs). The aspects of sustainability include environmental, social and economic sustainability. The NEMO CEF project will use three types of maritime cases as examples of port visits and identify needs for skills development.

A stakeholder analysis to support the development of the process identified the main actors - ship agents and broker, shipowners, port operators, ports and several public authorities. The expectations and involvement of these stakeholders will play a key role in the development and implementation of the new system.

During autumn 2024, stakeholder interviews will be conducted with the key actors of the project. The purpose of the interviews is to identify the challenges, expectations and skills needs for the implementation of NEMO. Stakeholder feedback will help to optimise the system to serve users as efficiently and smoothly as possible.

  • Maritime Logistics Research Center is a project partner and Traficom is an associate partner. Fintraffic and SAMK have successfully cooperated in the past on digitalisation topics, such as the Port Activity App and the ongoing Interreg Central Baltic Sustainable Flow project.
